I managed to get speech going on V9T9 once... it has a few requirements that are pretty difficult to come by these days. First, you need an older Sound Blaster card (not a clone), and the CT-VOICE.DRV for that card. Then you just tell V9T9 to allow speech and DMA sound. This will also give you the noise channel.
However, on my PC it was pretty bad, and playing speech froze the system while it was speaking. You could tell what it was saying really only if you knew in advance what it was supposed to be. ;) When I upgraded to a newer sound card (also a Creative Labs), it no longer worked with the CT-VOICE driver and I had lockup problems related to speech, especially in Parsec.
