Which emualtors have you tried? MESS, Ami99 and v9t9 should all run fine in Windows 98.
The DOS version of MESS is probably your best bet. It's reasonably stable, and runs well under Windows 98.
There is a 32-bit Windows version of MESS, but the TI emulation does not work correctly in it.
Ami99 is a Windows program, but I find it runs very sluggishly (mainly the video).
v9t9 has the best keyboard emulation (great for typing in a program), but getting sound to work under Windows can be a problem.
