In most of the emulators, you need to use the TI arrow keys (Alt-E,S,D,X) instead of the PC keyboard arrow keys. This applies to MESS in most programs, but not all -- I know the PC keyboard arrow keys work in TI Invaders and Pac Man, but not in most programs I've tried.
The only emulator I've tried that has 100% arrow key emulation is v9t9.
