: A friend of mine gave me this ti-99/4a with tape drive. I have a tape with "arizona 99 ug" as the title. on side 2 of the tape there is a program called "5. world conquest". How do I get the computer to load and run the program?

: So far all I get is "I/O error oo" what dose that mean?

Make sure you enter the command correctly:
OLD CS1
The computer should then give you directions on the screen as to loading the program.
The cassette doesn't recognize filenames, so you will have to get the tape in the right spot before you use the OLD command.

I/O Error 00 usually implies an invalid device name. (Like opening a printer when you don't have one).

One thing you have to be aware of with the 99/4A is that it is sensitive to treble and volume. Set the tone on full treble and the volume midway. If you get ERROR - NO DATA FOUND, turn up the volume. If you get ERROR DETECTED IN DATA, turn down the volume. Make the adjustments in small amounts, a little difference can make it work. After you get it to load properly (the computer will say DATA OK), type RUN and it should work for you.
