Dont quite know how to use this on a ti99? Also, looks quite different from any of the mini memory carts I have seen. Love the mini memory cart....very cool

I count 36 pins, that and the way it looks, it looks like a Centronics parallel port...
I haven't got a clue here! It certainly doesn't plug anywhere on a TI, unless at the end of a parallel cable.

The original seller has the adapter for this and a Chess module modified the same way up on eBay right now. . .and it is definitely an adapter to allow lots of modules to remain securely connected to the computer in a more or less permanent fashion. The adapter looks like it will switch between seven different cartridges, in a similar fashion to the 8-port cartridge expander Mechatronic made (connected via cable to the cartridge port and using a rotary switch to select the active cartridge port on the adapter). Looking at the board in the expander, it was definitely a one-off using a piece of commercial prototyping board. It also looks like it can be used for normal cartridges, as there seem to be normal cartridge connectors on the protoboard, in addition to the wires leading to the Centronics connectors.
