You can give TI-99 PC a try. You can download it at:

I haven't ever used it myself, so I can't vouch for how well it works. A few years ago, I purchased a USB floppy adapter, and used that to convert all of my disks. If you don't have any success with TI-99 PC and your disks are 5.25", I would be happy to convert them for you. Send me a PM if you are interested.
